Billy Smith

Billy L. Smith, Fort Worth was named executive director of the American Paint Horse Association in Fort Worth. He was executive director for information technology for the American Quarter Horse Association for 13 years and prior to that was a professor of journalism, advertising and public relations at West Texas A&M University. He earned a master’s and doctorate from Texas Tech University.
