Edward Serna, Austin :: was named the Texas Department of Motor Vehicles’ first executive director. He was previously the Texas Department of Transportation’s assistant executive director for support operations and headed the transition team that moved motor vehicle services from TxDOT to the new TxDMV. He has more than 28 years of experience in government and the private sector.
